PR value time frame for new sites

My site is only about 4 weeks online, with a several strong backlinks.

How many month's now does it take for G to attribute a PR value to a new site?

To answer your question - Within days of discovering a new site and its backlinks Google attributes pagerank to a new site.

To answer the question you didn't ask - Google very frequently updates their internal pagerank calculations. However they do not publicly release the live pagerank data to the public. The Google toolbar does provide a pagerank number which is merely a snapshot of past pagerank data. Google typically only updates this snapshot 3-4 times a year. There is no set schedule for updating the toolbar pagerank display. In general the toolbar pagerank display is showing you data that is at least several weeks out of date.

I would guess sometime around March/April the Google toolbar will start showing pagerank for your site. Your website very likely already has pagerank today since you mentioned it has several strong backlinks. But nobody knows that except for a handful of Google engineers.

Earlier days PR was getting updated once in 3 months and now sometimes there seems to be delays.

time to move to SERPs and traffic - the PR is not as important as the keywords that convert

One thing to bear in mind is that your "strong" backlinks may not be so "strong" in the eye of Google. Google has a very sophisticated way of evaluating link quality based on many factors.

PR is a good score to see how credible a web site is. However, in term of keyword ranking results, PR isn't very relevant. If you are into SEO, the focus should be on keywords, which far more important than PR.

If you launched the site with piles of links aimed at the site Google will see that as prepaid or spammy and you can find yourself mired in what used to be called the sandbox

Try to get more relevant links rather than high PR links. That will count much more towards ranking. High PR links do help to build authority over time.
