rel='external' is valid XHTML an alternate for target="_blank" and the Page Rank flows are the same

Thank you for answer Jag,
But I asked this question to one of my friend and he was saying that as Google sees the rel=external with the link it does not transfer any PR juice to that url. Can you provide me any url where this information is explained. Thanks in advance!
