If you have links to your site from sites with a page rank of 3-4, but the site linking to you is not relevant content, does this hurt your page rank?

only if they are obvious paid links and even then just not worth anything

What you mentioned shouldnt hurt your PR, but in general you don't want links from irrelevant spam sites with hundreds of links on them to pay day loans and viagra.
Although there is little proof that this will hurt you, it is good practice to avoid link farms and the like.

If it happened with you first time in your site it will not give any lose but you will not get profit of it also.
