Local Business Results on Google serp

Hi,
For a few weeks in Holland Google also shows a max of three local business results on the serp. I know Google does this a lot longer in the US and other countries.
Can somebody tell me why certain results are being shown and not other results. When I search on Google for car dealer ship amsterdam I see 3 local business results on the serp. When I search on Maps I see dozens of local business results.

The question now is: Why shows Google those particular 3 results on the serp??

I tried searching google.nl for your term and can't get a map to display in my serps here in the US. In the US there seems to be a few factors but as far as I know there is no "official answer" to your question.

Here are a few factors I've noticed:

- businesses which are the shortest distance from the Official Government Capital.

- businesses with the most "web pages" in Google Maps more information tab.

- businesses with sites that have PR of 5 or above.

- businesses with information and links included in .kmz (Google Earth) files.

- businesses with "Provided by the business owner" in the Google Maps "overview" tab.

- businesses with "Provided by the business owner" in the Google Maps "overview" tab and keyword text included in the name of the business.

I don't know if Google Local Business Center is available there in Holland but, you might follow the steps to be included in the service if and when it is offered. Best of luck!
