HTML Code Switching

I have read a few articles about presenting your html code in the correct order of relevance so search engine spiders see your content before other code.

Is this still the case?

If so then is switching the code order via javascript ethical? The page, design and content is exactly the same, just the html code moved to an optimised order?

I would appreciate your feedback.

There may be some truth to this but, using CSS is a better idea than javascript.
