Quality Score Impacts Ad Delivery

We had noticed uneven delivery of our ads even after turning off the optimiser. We got this response from Google:

Regarding the serving, this actually is a common question that we receive.
The system tries to equally rotate ads but there are other factors that
weigh into this rotation. In your case it does look fairly even for the
most part, however the system may be looking at the one ad as one with a
less quality score than the other, thus not serving it as often. Although
you have it opted into rotate more evenly it isn't guaranteed that the
system will functionally work to an exact science. I know this isn't the
answer you were hoping for, but this is what we have been told by
engineering!

PPC will become famous soon enough
They have changed the wording in campaign settings. I noticed this a few weeks ago...

"Show ads more evenly."

Seems to indicate that it will not be perfectly even in every case.

I actually presented some case study research on this topic at SES Chicago on the both the Quality Score panel and Ad Testing & Research panel. I also blogged about it.

This has been a problem since the Fall and can be very harmful to advertisers.
