Are the links posted in comments of a blog act as a back link.
If so does it increases PR

As long as it's not nofollowed, or whatever, yes, they count as links, though that appears to be on the "things to fix" list of several search engines, since the comments are riding off of the site's authority, not the authors.

It works now - for sure. But I would not put a lot of long term hope on it, myself.
