Can a 301 pass-on a penalty?

If a 301 passes-on "value", could it also pass-on a penalty?

Was looking at a penalised domain network, and one suggestion given was to re-group everything into one main site and 301 the satellites to new directories.

While I can understand the wish to salvage as much as possible, I'd have thought a complete break would be the safer option....
