So far I thought I was doing my SEO correct and I thought I understand more or less how it works, but I am not sure anymore.

I have two websites designed:

sailingschoolgrenada com
- has all the meta tags
- has a sitemap
- has been indexed using google's webmaster tools
- has a blog
- is live since march 2012
- has no backlinks
- google pr: 0

grenadasailingweek com
- has no meta tags
- has no site map
- has been indexed using google's webmaster tools
- has no blog
- is live since september 2012
- has about 20 backlinks
- google pr: 4

How come a page so poorly done really gets a PR 4? Is that possible just because of the backlinks? What am I missing?
