Sitemap not being read completely

Is it normal for google to only read ~ 30% of your site map? I had to break up the file in order to fit googles limitations. However, no matter what file google is reading the webmaster tools only show around 30% of my sitemap being read. I thought the point of the sitemap was to allow a search engine to see the entire site in a quick format.

If the XML sitemap is more in size, you can split according to folder level or service/product level.

I have done this. The files are split up into what google can handle according to google. The problem is google is still only processing about 30% of the sitemap.

Links are good. As far as I can tell so is the code. I'm guessing this isn't normal.
