If two sites having very similar content are linked to each other, is this a benefit or a danger? One site encompasses broad topics, with sections of specialty, while the other site contains one of those specialties as its dedicated content.

Should the 'broad' site link to the 'specialty' site:
- same specific page to specific page (very close in in title/content), or?
- out of an 'index' itemizing those specialty pages?
- what's the best way to do this for the benefit of both sites
- what's the best way to do this for the benefit of the specialty site?

Should they be linked one-way: building to the site of importance, or both ways? I've noticed an increasing number of sites linking to 'authority' sites to help out their own, even larger directories.

If the sub site is a direct sub division of main site with different keyword focus and content then no issues.

The main goal is not to duplicate results with your 10 sites in top 10 position of the first page. Everybody needs a chance

Unique content Multiple sites with same keywords is a bad practice.

I think as long as the content is unique for both the sites, same keywords wont be a problem. If i am wrong kindly explain what keyword has to do with the duplication, because there can be thousands of sites using same keywords.

Yes by ethical should not be by a same owner.
