ALT and TITLE as descriptive elements

We have been using these elements primarily on images for quite some time.

we do use titles on links as well.

also some browsers (Fire Fox) show the Title Attribute. Some show the Alt.

Both can and should be used on images and should contain an anchor text for the page/paragraph its in. Also, I think all images should be links as well.

Alt and Title tag both are important for the webpage. Alt tag is used as an alternate text to the image and the title tag is used to define element in more descriptive way.
