Related Ads Appearing on Google

Has anyone else spotted this?

Google Tests Related PPC Ads

Google appears to be filling empty ad space with AdWords ads from related search queries. It makes sense for them as more ads equals more potential money.

It would be interesting to hear whether anyone knows exactly how this works, or if anyone has spotted it for different searches.

It would be very very bad if related Ads are not up to the quality.

I've just been given an example from Google:

If the original query is [flowers] and the refinement heading we show is 'fresh flowers', we will only display ads from the broad keyword 'fresh flowers'.

I still haven't yet seen any other real-time examples of the test though.

but that means expanded could have fresh wedding flowers for funeral flowers

I can see how related ads for general terms can be very useful, but not for brand terms. This will surely just annoy the brand in question (though I'm sure competitors won't feel the same way).
