page titles and tags - similarities

I've noticed sites doing multiple pages having exact same titles
with sequenced tags, like:

'Search Engine Marketing'
.com/search-engine-marketing.htm

'Search Engine Marketing'
.com/search-engine-marketing2.htm

'Search Engine Marketing'
.com/search-engine-marketing3.htm

And these pages contain links to the other pages that basically name the subtitles/page content which is different on each page.

Is there really any danger in this practice or having pages with same titles on them?

if the title tags and descriptions as well as on page content is different it is ok

That's right, there is no problem as long as the title and tags are different.

The titles are the same, as are the descriptions.

What's different are the links that lead to the pages, and the page content.

What they are doing is linking to subject matter that lies within the important keyword terms (stemming?) - that is more specific content than the titles/tags.

stemming really is a great way of enhancing search engine rankings for any website and it really can make a huge impact on any sites ranking.

stemming is things like trades going to trading - so basically the process of keyword stemming involves taking a basic but popular keyword pertaining to a particular website and adding a prefix, suffix, or pluralization to make the keyword into a new word.

you must change title tags and descriptions - this causes sites to lose pages in the SERPs - you used to get your pages dumped into the supplemental listings - now you just lose impact
