I came across this doing research for a client today. Of the top six links in a search for <removed> 3 are blatant cloaking SPAM pages using javascript to redirect actual users but not spiders. Exactly what Matt Cutts just shot down major German players for. (http://www.mattcutts.com/blog/ramping-up-on-international-webspam)

You can see the proof and screenshots of the spam <URL removed> I have images of each page viewed without js and with.

Who can I complain to about this? Should I just be using their report tool (http://add.yahoo.com/fast/help/us/ysearch/cgi_reportsearchspam). Is there a Yahoo Matt Cutts?

Simply submit a spam report giving the specifics. Yahoo is pretty good at taking care of dodgy sites in the SERPs, they're right on it.

To my experience, both Yahoo and MSN have the same problems. In certain competitive areas I've seen 100% spam in the top 30 with 60-70% javascript or 302 redirects. It's nuts.
