That's kind of an open ended question. You may need to get a little more specific to get some good responses.
Tons of folks (millions in fact) outsource their SEM. Some have good results, some have bad results. It's like any other marketing service.
Are you looking at some firms right now? Considering a consultant? Looking for organic (natural) help or pay-per-click? All of those things make a big difference in the choices you'll want to make, thus, the more information you can give us, the more we can help you out.

I have made a few bids on freelancers.net in the UK and are now getting over 100 hours of soutsourcing work from the UK. All good on that front but we're always looking for more and the bid sites have returned a big zero. We're now concentrating on RSS, forums, Web 2.0, article building etc. A new departure and learning all the way.
