2 Clicks deep-counting from where?

Can anyone explain what is Google's policy on AdWords advertising for gambling sites for example. I know they say that there must not be any links to real money gambling sites/pages within two clicks. But is it two clicks including the click on the AdWords listing or ??? what?

I looked at their Editorial guidelines online, but cannot find any info on this. Any help would be good... :confused:

Thanks Hi rozovichak - the clicks are counted from the landing page. In other words, the click from the ad to the site is not counted.
