Hi guys,
I am sorry maybe this is a wrong place to put this message.
I need a recommendation of what paid inclusion programs are best for heath insurance saving website. My friends just openned a new site and want express inclusion.

I've only had experience in the Yahoo express inclusion program.
The biggest value was the 48 hour re-indexing. Our team was able to adjust the content to achieve higher rankings. Otherwise we would have had to wait weeks to see single updates.
For most keywords, the pages debuted around top 20. With a few adjustments over 8 days, we got the client's pages in the top 5 rankings.

unless you are in a huge rush for most websites paid inclusion money would likely be better spent on other forms of promotion.
if it is general health insurance it might be a fairly tough keyword environment too. you may want to make sure you target niche or regional terms

There is only one major paid inclusion program left and that is Overture Site Match but I don't recommend it. There has even been talk that Yahoo is reconsidering this program. Of course, there is still the Ask Jeeves / Teoma Site Match program but that is shutting down here pretty soon. – I think by September?
Best thing to do is to make sure your new site gets listed on another site that is already in the search engine's indices and then they will find your site on their next crawl to it and include it for free.

Well PPC and other Pay-for-performance based systems are generally the safest recommendation, in that you only pay for what you get back.
However, some paid submissions to directories are actually a smarter investment for the medium to long term. For instance, a submission to BlueFind costs just $40, and provides a crawlable link in a directory with great PageRank scores, thus helping with your organic SEO efforts.
At this time, Paid Inclusion with the search engines is a dying model. It may be worthwhile in cases where fast or regular spidering is absolutely mission critical, but is otherwise not recommended by me.
