Well, I was pleased to see that Google has relaxed is Smart Keyword requirements, but as Laura Deerfield points out in her blog post (below), there are new problems afoot. I'd love to hear anyone else's experience with "involuntary regional ad serving". Adwords Rep, we'd love to hear your comments too!

Smart Keywords...hmmm... where have I heard that before??? LOL
