Paid Text Link Ads for SEO

I'm trying to find out which company uses the "paid advertising" banner with direct text links to advertisers (I haven't heard back from the sites directly yet). Both of these sites are displaying the same banner:

Those aren't the same thing as buying text link ads.

I believe that all the Ivy league college newspapers have them. Many other top tier universities in particular have the same banner ads. I believe that Text-Link-Ads owns them but not a 100% sure. What I am sure of is that those ads are for the sole purpose of boosting organic rankings on those hyperlinked keywords.
