Generally, is it okay to optimize FAQ pages?
(keyphrase titles/content where appropriate)
This isn't considered a questionable practice is it?

An FAQ page isn't any different than any other page....optimize away.

Hi newreality,
Go ahead and optimise your page, but make sure you keep in mind the purpose of the page, a Frequently asked questions list that's informative for your users. Steer clear from being spammy, it'll stop you from getting penalised, and your users will appreciate it ;)

Done properly, it's not only not a questionable practice... it's a good technique.
One thing to keep in mind when you're optimizing pages like this is that if they do rank, they become entrances to your site... so you've got to include enough introductory material to orient visitors who come in via search and guide them to where you want them to go.
