To what extent onpage optimization helps in the promotion of a site from the SEO point of view?

IMO offpage optimisation is currently the majority of the ranking algorithm when it comes to Google.
However, this does not mean you should ignore the onpage rules, if you concentrate only on offpage you run the risk of loosing heavily in rankings when and if link popularity/reputation becomes a lesser factor in the algorithms.
Make sure your website is popular, interesting and easy to crawl/navigate.

on page optimization must be complementary to off page optimization. There are exceptions but by and large they should work together.
