Was wondering if anyone could recommend or has had a good working version of an SEO CMS tool

It's becoming less of an issue because the SEs are getting better at indexing dynamic URLs. That said, I have always wrote my own so that the pages look static.

Avoid any which use session IDs and require cookies to function.

http://www.mamboserver.com/ <- for a turn key it looks pretty good

I can't find anyone and am having trouble finding a candidate I can trust!

It is becoming less of an issue, but taking Google as an example, their guidelines for Webmasters still say they avoid dynamic sites, even though Google CAN crawl them.

I've been told by people I trust, but have not personally used, that HotBanana is a pretty good SEO-friendly CMS :

I wish I could be more helpful, but most of the CMS systems I come into contact with are proprietary.

Dynamic websites DO in fact still have special issues that you need to deal with in search engines - but also some special advantages that you can benifit from.

Many of the things that can limit a dynamic website from getting crawled and indexed by search engine are not directly related to the fact that they are somehow served up from a database. However, it is my experience that dynamic websites tend to be more advanced (for good and bad) and therefore often introduce more issues, such as dependancy on cookies, redirects etc.

We have a lot of more detailed discussions going on at the Dynamic forum here, on many of those issues.

Once you make sure your dynamic website can get indexed and that there is nothing that will scare off the spiders it's time for the fun stuff: Optimization!

This is where you can start to benifit from your dynamic web publication by creating better cross linking, keeping dead links out, creating RSS feeds etc. The list goes on ...
