I have a top ranked page in google. I want to change the page and add some contents to the page. I added 5 links for starting for description of a state e.g
where mah is the state.


Mah value added tax act
Mah value added tax notifications
Mah value added tax circulars

.... and so on...

All these links open in new page having the same title. This is for one state i have to add similar 4 lines around 20 times for different states i.e

Del value added tax act
Del value added tax circulars


I wonder if adding this is really a spam for search engines.. i already am top ranked and dont want to screw up everything if search engines penalise and remove the site from index.. any ideas

If you think the links will be useful to your users - then add them in. If it's just for search engines - then don't.

I don't see the need to add many links to the same page. Unless, that is, you're using deep page anchors (ie, linking to #jump_points, www.example.com/index.html#para1).

Also keep in mind that Google's guidelines suggests that over 100 links per page is probably too much (though there's much debate over that).
