Factor into the Google PR formula?

Is it better or worse than using a straight hyperlink?

I've seen no evidence that it makes any difference to the search engines, and I don't see why it would. It is a straight hyperlink; it just happens to have an additional attribute in the tag.

i don't see any reason why Google would treat them differently...should be okay in my opinion

It's the same thing; links done like that show up in backlinks so there would be no difference.
