There are some web sites doing SPAM on Google: hidden A LOT of text in the entire page and Google doesn’t penalize it.
Somebody told me I can do hidden text no matters the quantity if the keywords were related with my web site. I was not agreeing with this comment, but now I am no sure about anything.
Is that right? Can we use hidden text without get penalize by Google? Better positions doing SPAM?

To answer your question: Yes!
There are some types of hidden text that google can NOT detect, there are other types that google can spot a mile away... So if you use a method of hiding text that google can not automatically detect, the only way your going to get caught is if one of your competitors turns you in to google for SPAM, and then google often never removes or penalizes the site hiding text (as long as the hidden text is relevant to the visible content on the page).
Using hidden text is a HIGH RISK SEO method, I do not advise anyone to use it, unless you are prepared to face the penalty if you get caught.

So, what if some of the sites that uses hidden text are one of my competitors?
Where can I let’s Google know the situation?
It’s no fair build a site using SEO “White Hat” techniques and wait for a while to get some ranking on Google, while… others people just hidden text and get a faster ranking on Google.
I am not agreeing to use any kind of SPAM techniques under any of my websites, but I know that Google can brings me tons of traffic to my web site.

You can report SPAM to google here, but like I said, it may not get the hidden text users removed or penalized.

It’s no fair...Life is not fair, anyone that told you that it was is a liar.
Best thing to do, in my opinion, is ignore them (the folks using the hidden text) and concentrate on your site and making it more relevantn to the users than your compeditors.

At least using non-spam techniques to get rankings, let’s me sleep well and relax every single night.

If all your competitors are doing is using hidden text, it is not that hard to beat them without using "high risk" methods.
By using hidden text, all your competitors are doing is admitting that they are unable/unwilling to create visible text that is valuable to the user and that ranks well with the search engines.
In other words, they are fighting a losing battle. Anyone that can write visible text that will rank well and be relevant to the users will beat these guys with hidden (repetitive) text every single time... It is all about semantics.
