Depends really on what you define as "SEO" and what you are looking for in the top companies.

Most prestigious clients? Best rankings (for clients / for self)? Most ethical? What region? Best customer service? Cheapest? Most expensive? Best organic SEO? Best PPC management? Best link management? Largest company? Combination of all of this where possible?

Honestly if you are looking to rate some companies the best source of information you could look at would be either press coverage (or otherwise independent media) and / or the opinions of people you know and trust.

What sort of criteria are you looking to judge by (and are you interested in restricting to a particular geographic region)?

I am trying to find full service SEO companies that have proven themselves with their work and are not known just for their name. My company is in the travel industry so that experience would probably be helpful but not necessary.

I would say a combination of all those factors minus the largest company. Cost is always a factor but to say I want to go with either the cheapest or the most expensive would not be the smartest move. We are located on the west coast but I am not sure if region really matters.

Something else you might want to consider is Marketing Sherpa's Buyers Guide. This profiles about 121 companies with lots of tips. It does cost $$, but it can be a good investment.

Go to www.alexa.com and type in the SEM / SEO company that you are interested in going with and read reviews about them. The big companies have reviews and the smaller companies usually have little or no reviews by clients. Be careful because sometimes SEM / SEO companies write reviews on themselves to look good.

Both of these directories actually vet the listed SEO company sites.
