How much of role Link exchange play in a site promotion?

Hudge, especially quality ontopic inbound and outbound links and quality natural links.
Link exchange Per se can have as big or as small a role as you want it to play, but you do have to get inboundanchor text links if you want to rank well for compeitive keywords.
Personally I would suggest that you start with submitting your site to directories, especially those that are SEO friendly as this will likely get you more links to a new site than reciprocal linking. Once you have built up a few links and some notches on the green bar its much easier to get link exchanges.

It really depends on how competitive your industry is. We have clients that are in niche industries that are positioned very well in the SERPs with hardly any incoming links whereas we have others in very competitive industries with well optimized sites that need a lot of links. Therefore it is difficult to assign a specific formula for any one site.
