Does the position of a link on page affect the weight the linked page receive?
For example, say a page has 10 links on it. Is it better to be the first in that list? I'm not talking about clicks or anything, but rather if the se's give more weight to the link at the top of the list.

SEs look at the code. So yes they will see the first link first. Will it care which is first? No. Just make sure there are not tons of links on the page where your links are on. Links with in the body text are going to be the most powerfull. If there is relevant content around your link, the link will mean more.

I wouldn't have thought so, but I believe there is an algo developed by MSN that tries to break a page down to its components, navigation/content/other.
In such a scenario, I could imagine a link in the content might be given more weight....

I believe it's called VIPS - Visual Page Segmentation and it's something that I wouldn't be surprised to see all of the SEs using in several years. This should enable them to put more weight on "content" links then "advertising" links...
