Mod Rewrite Question

I've heard alot about this but still don't know how/where to start to do this for my forum to stop strings like this http://dollarfriend.com/forum/index.php?act=ST&f=71&t=3191&s= and make them .html sites. Any and all help is wanted thanks.

I would contact IPB. I believe they have a mod rewrite that you can install on your boards.
