some of the all in one roll up tools for SEO might be ok for a simple guidance or suggestion, but I only recommend them if you need to give clients ranking reports and stuff like that.
one of my original problems when I first started playing on the web was that I thought I had to fit these magical suggested numbers perfectly. all search engines are different though and using tools that broke everything down like that pointed my focus in areas that did not matter that much.
the seo software that I recommend now is link analysis stuff. search engines are sophisticated to beyond the page grading. links are huge.
instead of buying an all in one software tool I would buy an awesome link tool (link proctor or optilink) and / or use the free link tools

as far as on the page optimization:
use my keywords in anchor text when possible
use my keywords at the beginning of the title
use my keywords in the meta description tag
use my keywords in an h1 tag
use h2 or h3 keyword rich subheaders between every few paragraphs
use bulleted lists where it makes sense
write my general text for human consumption
normally i just make sure i get more or better links than other people using my keywords in them. if i am really motivated at looking at on the page stuff i will glance at the page titles and use the google toolbar to highlight to get approximate keyword density, but links are where it is at :)

...yes as I thought. Great answer and thank you so much.
I think it would be worth more to be a memeber here - yes?

communities are about the most valuable thing on the web. questions and answers create tons of content (which creates more pages & page views & sells more ads). just by participating in a forum you are in a sense paying.

A tool like WebCEO, they may be a little use to find basic things you might have missed by accident, but I believe that there is no way to be effective in the long run with competitive keywords unless you have an ongoing and evolving strategy. based on understanding the breadth, width, and depth as well as brainstorming with others like one can do in the Forum.

Right, you should have a strategy and an overall set of SEO skills. However, WebCEO is a good addition to these - it automates a lot of tasks, besides, it makes easy to manage many projects' rank/link checking
