Does anyone know of a resources that shows if any foreign SE is pulling results from Google, Yahoo or MSN?

Can you be more specific? What foreign engines are you referring to? Which countries?

Bruce Clay has a map of the interrelationship of the various engines. While he does not include some of the major non-US engines a lot of them us the big three.
Basically the big three have various relationships and you should be able to see who they are by looking at searches from the country domain level.
Get a good list of the engines you are curious about (the small ones) and then look at a results page. Many times they are branded.
MSN actually lists many of their partners in the foreign areas of their site.
If I get the time maybe I will do a map for the European engines of any size.

now that we're on the topic of foreign search engines.
i wonder what people think about seekport.
seekport is doing VERY well in germany, and is now available in france and the UK.
i'd love to hear what people think of it, how are the serps, etc. anything really.

I think a question much easier to answer would be: What local search engine do NOT get their algorithmic search from one of the three majors?

I know of several local portals that build their own directories and some that USED to develop their own search technology but all of them, I know of, have given up on the development of algorithmic search. Years ago, local engines did better local search but today it is impossible for them to compete with the development that Yahoo, MSN and Google put into the game.

There are still many local web search technology providers but none of them, that I am aware of, have any real impact.

They do indeed but the algorithmic search technology is "in house".
