Hello,
How many targetted keywords usage per page is a good practice?
Keyword Usage in title, metatags description, and paragraphs. How many times is ideal?
If we can creatively use a keyword in the title couple of times, is it a good idea?
Is it important to use keywords at the bottom of the page?

personally, I target no more than 3 keywords (phrases) to a page. Use keywords once in title, description and keyword tag. Use it in a header and in the body text as much as makes sense.

I like to check out how many keywords the competition is targeting. If you are going for ranking on a very competitive phrase, try to concentrate the content on just that phrase.
Most search engines will see that the top 5 sites are singularly devoted to that exact phrase. A slightly watered down page would need more link popularity to compete.
You might be able to save on link costs if you take the time to evaluate the competition. You just have to beat them, not the search engine. :)

While this is true... you do not know the exact elements being measured so it is tough
