Ebay (and many others) allow access to their entire product catalog. It consists of the UPC code, title/name, author/writer/musician, a short synopsis of the product, reviews from other people, etc. Ebay will allow you to create dynamic pages for any of these products you want to. My question is if I create dynamic pages for some of these products (using ebay's info) will google and others consider it duplicate content? If so will they penalize me somehow? Any suggestions?

I have only seen real duplicate pages get trapped by duplicate filtering - that is, exact 100% identical copies of another page. This often happens on dynamic websites because of multiple ways to acces the same pages (with or withour certain parameters for example). It can also happen if you DNS multiple domains to the same content.

So, using a few blocks of information on your own page that is also used on another is not a problem. A good example of this are press releases that are often published across a very large number of sites - with no problems (at least not any that I noticed). Or RSS syndication.
