While most industries/markets have their own specific 'not valuable' for ads appearing, I wanted to become up with a comprehensive list for commercial selling of products to do 'clean sweeps' of existing campaigns:

-guide
-guides
-tip
-tips
-magazine
-magazines
-network
-networks
-forum
-forums
-free
-advice

For a non PPC guy like myself and to make clear in my own mind what you mean, would the following be a fair way of summarising your goals?

The above is a start of a list for an advertiser to use as negative keywords when they place an advert using Adwords to restrict the type of sites that show it on the Adsense / Content network.

If so an excellent start in my opinion :D

YES!

The best example is -free for a generalized commerical website.

It's hard to justify targeting anything 'free' with 'paid for' advertising unless this is predetermined to be an objective of brand building.
