Well - 'if' the text is white [which #ffffff is precisely white] and the background is white then yes it is the "same color".
However 'if' background is based on a white 'image' and uses repeat - then no...
But I wouldn't use this to hide text - it will not survive a hand inspection.

Would the search bots know that the #FFFFFF is set against a table cell that is black/non-white? Even though the page is white?
