in this search engine watch thread (http://forums.searchenginewatch.com/showthread.php?t=2408) a reference was made to triangular link building. this sounds like a scenario where site A links to site B under the condition that site B links to site C, which in turn links to site A. presumably site A and site C are owned by the the same party.

is this what triangular link building is? if so, is it effective?

search engines can probably detect most low level linking schemes to some degree. usually the a and c sites do not cross link in the triangular linking schemes.

Triangular linking is basically a link exchange between two sites that utilize 3 sites to get the job done so that "it appears" to the engines to be one way links. However, pretty easy to detect when linking patterns are looked at. These link exchanges can and do work and can even look as natural as possible when a lot of thought is put into them. Obviously, link checking and organization can need a bit more effort.
