Weeks ago I created a personal webpage with a free host without any cost to me. They claimed that the webpage would be totally “ads-free”. It thus “ads-free” for weeks. I recently came across the adsense program. Registered it with the web add and get accepted. However, after I added in the adsense banner into my page, the host begins to induce their ads into my page.
Thus, right now I would willing to pay some money to really get myself an ads-free page (except adsense) from the host. I would probably find a good hosting then the existing one.
Anyhow, my question is, should I inform the google team that I’m transferring my web contains entirely from the old web add to my new web add? I’ll deleted all my web contains from my old web and deactivated the acct after I had finished started up my new one so that I would not be infringe with google TOS.
Please let me know what should I do. Appreciate any advices. Thanks. :)

If you are no longer running ads on the site domain you originally signed up with, you will need to apply for a new account. You usually have to delete one account first, then reapply for the new one. Might be worthwhile to invest in a domain and hosting for it, if you are planning on paying for an ad free site on a typical free hosting style URL (ie. www.freedomainhostingco.com/yourname)

please correct me if i'm wrong. if i maintain my current site domain but at the same time invest in a new domain and put up some sites (with a total different page contents), am I still able to hold the same google acct without violating the TOS?

Yes, if you still maintain "ownership" of the original site you applied with.
