Is selectively displaying adsense ads based on referer in violation of the rules?

No, you can choose to show ads to whomever you want to, whether it is by referrer, geo-targeting etc. If you are using an ad server (or another program) to accomplish this, you just have to make sure you don't change the javascript that AdSense supplies to you in any way.
