I have heard (but never really been able to verify) that links that have a lower Google PageRank than your site can hurt your PageRank. Is this true?
My site currently has a Google PageRank of 5, even though Google shows only 9 links for it. I subscribed to a reciprocal link service and started a link building campaign. However, a lot of the sites, even though relevant to my products have low PageRanks. Am I hurting my site?

The only way you will hurt yourself is by linking to a bad neighborhood. Linking to lower PR sites is no problem. The PR2 today may well be the PR7 tomorrow.

as long as it is relevant / useful its fine to link to. PageRank is kinda arbitrary most of the time.

The big concern is to ensure that you know why you're linking, and what *specific* benefits you expect to see from link building.
It sounds like you're not quite sure about what you're actually doing and why exactly you're doing it, so a good place to start on that would be this link:

That should help you get started on what you can get out of link building.

Its a no matter how much have the inbond links in your site but its matter
how much quality of inbound links.So google page rank is totally depends
on the quality of inbound links. :)

Link when it makes sense. Don't link to banned sites. I'd be more worried about the number out outbound links, relevancy and anchor text than I ever would about a page's PR. Haven't used the toolbar in quite a while and haven't had a problem.

No, your site has a TBPR (toolbar page rank) of 5. TBPR has been inaccurate and useless for a while now. PR still matters, but we haven't been being shown accurate PR in the TBPR display for a while now. IMHO.
Google changed their link command a while back so that - well, lets be honest - so it basically doesn't work. At least not to the capcity of being the value it used to be to the seo world.
If you want to know how many links your site truly has, do a domain/page search on yahoo for the backlinks and you'll get a much more accurate number. Just because Google only shows 9 links, it doesn't mean they don't know about all the rest.

Yes i agree with your points.But there are some diff. methods for check the inbound links in the google search engines.Like :
1. Type domianname
2. link:http://www.domianname.com/
3."+www.domainname.com"-site:www.domainname.com
So its depends how you check the links in the google.Accoring to above all
you will get different results.:)

This is not really a link search. It simply shows the indexed pages on which www.domainname.com appears as html body text and subtracts the pages on www.domainname.com itself... not a very accurate measure of how many pages actually link to domainname.com. I suggest using Yahoo.
