Although I haven't done specific research or compilation, my experience with Yahoo! & MSN Beta is that link: and linkdomain: searches appear to return top level domain links and more important links first in the results.
I'm wondering if there's any "official" word on this from either company and if others have noticed this phenomenon. Is it possible that the link commands are returning the most "relevant" results first? This would seem to present a ripe picking ground for SEOs...

It's not a direct relationship (i.e. number 1 result = most important), but as you move down the pages, the results get more internal and less relevant (plus, generally lower PR)...
