Keyword Ranking problem in SEO

Hii...I had heard lots of times one problem with SEO Guys like they are optimized clients websites and in house SEO Projects they are doing hard work in Organic SEO at least 6 month .......for 5-6 targeted keywords but at the end of the day they cant get top 10 ranking .. they had done all seo work dir,bookmark,blog,forum,press release,articles,q/a, blogs commenting,SMO, etc, comes under organic SEO.....SERP ranking coming in 2nd and 3rd page

so my question is to all of you how to get ranked in 1st page...from SEO which i had written.......

Analyse the SEO part of First page listing sites and do SEO better than them. Find out their inlinks, on-page work & social media efforts. There should be lot of competition for the keyword you are looking for. If you do a right analysis on your competitors then you are a go!
