I know lots of web designers do this but surely it is spam to have multiple domains where the only page text that changes is the town. This lot have covered almost the entire UK.
http://www.google.co.uk/search?hl=en&q=%22superb+value+website+design+service%22&btnG=Search&meta=&aq=f&oq=
Returns 160+ sites with domains:
www.websitedesign<town>.co.uk
Why isn't google doing anything about this sort of thing?
Do they come top for popular keywords?

Did you try the link above before posting?
"superb value website design" - is a pretty good keyword for the business and google returns 33 pages entirely of this companies 330 domains!
They also rank in top 10 for any search for "website design <any uk town>" for hundreds of uk towns.
They are not the only one's to do this but I've never come across it quite so extensively.
It is a spam technique that google says they don't allow but it works very well for a lot of companies.

With your own site or a clients?
Pushing the rules with Google is a quick way to a penalty.

plus are you doing this 4 term search in quotes? it means the words have to be grouped together that way - very specific search
