if i have a page with little content and want to target words
can i put them on the top of the page so that they can be inclidued in the meta tags as well

also make a small paragraph in the bottom unsing thoseo words again

does this help or hurt? will google count this as word stuffing?

this bad example since there is a lot of content on my index page. i was wondering for pages that have little or no content

You can have as much content that meets keyword density and meaningful and in general as long as the information is helpful for readers / search engines it will be well crawled added to the site / page popularity.

meta tags do not get seen on page except for the title tag - so use that - and make sure you have some in the description... but that should read well as is what will be seen by the users doing the searches

On page elements are not as important as the anchor text, but they do have some impact on determining what the page is about

Try using keywords smartly, rather than in numbers. Include your primary keywords in title, the first line of the content and the last line of the content and maintain a keyword density of about 2 to 3 % all through the content. This is a lot better than using loads of keywords.
