Can static html website be stuffed with links by spammers

hi ,
i just saw two links of my own website below my footer which i havent put. The thing is the website is static html. Is there a way by which anyone can stuff a link on a static html website.
Really confused. Lost the first page ranking too some time back, donno if it has something to do with this.
Is it possible for someone to stuff on static html?

Be sure to change all your passwords and I'd also suggest checking for Google related issues via:

sounds like a breakin at the host...do any other sites on that same server have the same problem?

after i removed the links.......no further links.....changed the passwords. beu when i checked via google diagnostic everything is fine except this message which i dont know is bad or not "This site was hosted on 1 network(s) including AS21844 (THEPLANET)." This hosting network seems to host some bad sites. Will my SE rankings be affected coz of this?
