Hi,

I'm not sure what's the best practice so please help.

My site has a page rank of 4 (home page), and my privacy page a pr3.

Although its important to have the privacy page visable, ideally I do not want it to be indexed, high priority on the site and taking link juice.

How can I do that without damaging the overall site?

My advice is just ignore the privacy policy PR. It's irrelevant and is not taking 'link juice' from the rest of your site. It's just probably linked to by other parts of your own site more than other pages.

You could be in danger of screwing something else up by changing something to do with the Privacy Policy.

wrap the links on your site to the privacy page in a nofollow no index tag

If you really want to pull it out of the spiders completely, use a meta tag, or robots.txt to Disallow it.

I agree with BradBox though -- it really isn't that big a deal.
