Is Google's AdWords Quality Score Monopolistic & Unfair?

Today morning I came across this post in seobook.com Can Google Be Trusted? (http://www.seobook.com/can-google-be-trusted) and then I got this news from NY Times about some Mr. savage Stuck in Google's Doghouse (http://www.nytimes.com/2008/09/13/technology/13nocera.html?_r=1&oref=slogin).
After reading these post, several questions came in my mind as: Is Google anti-competitive? Is Google becoming monopolist? does Google care for good user experience? If you have any answer please tell me?:confused:

I believe Google's pricing model is suspicious. I cannot go into a lot of detail because we're in on-going discussions about a sizeable credit. However we have absolute proof that something is astray.
