Searching for Specific Video Tag on major video Sites

We are looking for a search,an api or application to find videos our customers submitted to a list of major video sites, tagged with a unique combination of tags.

We manage to get only a partial result, never a complete index of sites were that particular tag appear on the video.

We tried using google api, google custom search, yahoo video search and pretty much all major specialized video search engine site, but never obtained a full, complete result.

Does someone have an idea on the kind of tool that could return a reliable and complete index ?

Combinations of tags may be a problem, easier to track using one specific and unique tag if that is an option?

It's ok by us, i just don't see why it should be easier.

Video would be tagged with multiple tag, some of them unique, some not.

Why if i search by only one of the unique tag instead of a combination of them i should have better results?
