How similar can two web pages be before you get penalized by the search engines?

usually rather similar...although I do not think it is a good longterm business model to try to ride wherever the specific limit is right now because search engines can and will improve in the future.
I think Google has a patent for removing duplicates from search results based on page abstracts / snippets.

There are different ways to measure similarity: by stripping out the global template portion of the pages and comparing what's left, or by looking at the total page.
I've seen one site that had pages go url-only and supplemental with 80% similarity. There's a general "consensus" that it's somewhere around 70% similarity that can be a breaking point.
