I see this being done, for example for the FDA:

And that G seems to recognize the acronym standing for U.S. Food and Drug Administration.
A) Is there really anything wrong with making pages like this (penalty), where the website has subject matter relating to what FDA may be involved with, for example?
I also see it being done with government names that are trademarked -- but my take on this is that it is okay provided that the website is not representing themselves as being this trademarked party.
b) What about when pages are tagged with the organization or company .../FDA.php
